Just moved back and there's a lot of entry level positions, but I'm over qualified to be back in uniform. I'd really love to work on the Operations side of things, I'd even like to consult. Where can I get my foot in the door?

Are you "stuck" on Boston? If you are willing to move, you will find that nuclear plants have a large security force, and a leadership team that drives improvement in those personnel. One of our Security Leads in Illinois just filled a leadership position, and was qualified in weapons and tactics, as I'm sure you are.
Have you looked on Monster for Security positions?
I can't talk about defensive strategies for obvious reasons, but I think you'd find the work engaging and interesting. There are force on force exercises where our security team is challenged by a government team, regular drills using MILES equipment, and lot more.
Please consider this. You have the Pilgrim plant fairly close to you, as well as some others.
