I have my Sec+, Linux+, AWS, and Network+ and Secret Clearance. I was told knowing the right people was even more important to experience. So I was going to get CCNA or PMP thinking it would resolve the experience issue. Looking for best career advice in this instance.

Experience counts a lot in IT. Entry level positions are how you can get started and get your foot in the door. Even so, there may be lots of competition for the jobs. If you are finding that to be the case, look at smaller companies, maybe smaller towns, where the competition is not so great. The pay may be lower, but get some experience, learn as much as you can, and then move on.
I just checked indeed.com, and there were 21 entry level positions within 25 miles of your town.
