Sounds like the FBI would be your best bet.

But, two things will definitely help:

1. Having a degree for professional positions. That is, not field agents.

2. Consider relocating to the Washington, DC area for a few years to build up your skills and experience. Most of the major agencies are here in the area.

Many of the jobs that might be of interest to you fall under the 1800 Occupational Series.

Go to www.usajobs.gov > select “Federal Employees” as this will include jobs open to Veterans > click on Advanced Search > click on Occupational Series or Job Category > in the Search for Occupation(s) field type 1800 then select the box for the 1800 Series > scroll to the bottom of the page and click on Search Jobs.

This approach will allow you to see all of the related jobs that are available, as well as the salary and experience/education requirements for each job. Later, you can narrow down your search to specific geographic areas by using the “Location” filter.

There is a GAO Report titled: "Survey of Federal Civilian Law Enforcement Functions and Authorities". It is a little old (2006) but has a very good list of all the Federal Law enforcement organizations.
