I have a great deal of life experience through my service in the military and a subsequent career as a first responder, but no one seems to want to take it into account. Am I fundamentally missing something ?

Without more information, my response is somewhat general and presuming some "classic" problems faced by individuals in your situation. You say "life experiences" and that is often not the best way to present yourself in interviews or on your resume/LinkedIn profile, etc.

Your "most significant accomplishments" from those life experiences demonstrate what you do -- and should not focus on "skills." You have skills but what matters is what you've done with them. There are some great techniques that can help you better focus. One of them, my favorite is the C-A-R Mini Story: Challenge - Action -- Result! check out a video of the technique at 212-Careers*com
