Seeking advice on resume writing.

I am in the mechanical engineering profession and would like to find a job in the greater New York area. I have a master degree, EIT certification and i am pursuing my professional engineer license. A couple years ago, before i joined the navy, when i send out my resume i would receive response on various engineering positions for interview within weeks. However, i have not received response on any applications i sent out in the last couple months. I was told that with my experience on the jobs i applied, if i am not getting interviews then my resume must be the problem. I am transitioning out soon and would like to seek some more advice or review on my resume. Thank you.
