They are hiring many people for city, county and at state level due to the new health care law/system in CA (ex. many in Santa Clara County).

Check out the posting and location closest to you or where you want to live. You do have to take a public service exam.

What about Sacramento?

Liberty Mututal has a clims office in Sacramento. Many claims deal directly with injuries so your medical record experience would translate well. There are medical record specific positions within the company (though no current opening I found currently).

Not sure if this is a fit for you but you may want to check out ICD 10 -the latest medical coding standards. As I understand it the US has been several revisions behind the rest of the world in reaching this standard. There is a significant push to get the US up to speed on this which is creating business opportunities for health care consulting firms. They might be a place to explore
