Found your request interesting. You have a target area, but you don't mention the kind of work you want to do. You could go to the Lynchburg Chamber of Commerce to see what the membership looks like, so you could target certain organizations.

If you are being told you are overqualified, I would suggest tailoring your resume for the position if you haven't already. I would also provide a cover letter with your application for why you are interested in the position. One way you can explain your interest is that you aren't looking for a higher salary or opportunities to advance, and instead, you are looking for a position that provides stability in the Lynchburg area so that you can help your parents. If you are sure that this is all you want, and you can make that clear that this position with this pay will meet your expectations, then being overqualified should be seen as an asset to the organization.
