Are there any no cost certification programs for veterans in the DFW area for working veterans? I found one in Dallas but you must be unemployed to qualify for the free cost.

There are many MOOC (Massive Open Online Courses) websites that you can check for different courses; eventually leading to certifications. Some examples are edX, Coursera. You can also check the website https://www.class-central.com/ for additional courses.
Moreover, you may want to check with your local library and find out if they have association with Lynda.com. In many states, local township libraries provide this service to the local citizens free of cost. Lynda.com is a very good source.
