Need help translating technical military experience in resume to relate to marketing/strategy

I have been using the roughly the same resume for about the past year now, and while most have said it is great and exemplifies what I have accomplished, it hasn't been working to get interviews or callbacks for marketing or strategy-related roles. I am a former Navy Nuke and currently work in the civilian nuclear industry, but have recently completed my MBA in Marketing and am wanting a career change. If anyone would be willing to take a look at my resume and/or LinkedIn profile to provide advice, it would be greatly appreciated.

I used this website to help me translate my 2821 MOS to its civilian equal. http://www.military.com/veteran-jobs/skills-translator/
In addition, this site helps with leadership skills equivalent to your rank.
It helped me alot. Please remember to input any related training, billets, or mentor/mentee skills. For example, standing duty can be translated to operational/ maintenance manager.
