How long does it take and how do I start a non profit to help veterans and people that suffer from starvation ?

Contact some non-profit that are structured to get other non-profits off the ground. They can provide free counseling all the way through. One such organization is ESCH in Houston. There might be counterparts where you are.

Starting a nonprofit - 501(C)(3) generally requires these steps to formalize your organization:

1. File articles of incorporation with the Secretary of State or other appropriate state agency.
2. Apply for exempt status with the Internal Revenue Service (IRS). Please note that it can take 3-12 months for the IRS to return its decision.
3. Register with the state(s) where you plan to do fundraising activities.
