Will the VA help a civilian open a care home for disabled veterans

I've always wanted to open a care home for disabled veteran in the memory of my aunt violet and I need funding I thought I'd go to the VA first cuz there's a lot of homeless and disabled veterans near my home and it's time for me to do something about it. And I need a place to start and of course I need money and the VA should help me because there shouldn't be any homeless veterans as far as I'm concerned I think y'all agree
