Emergency Management often falls to a company's Environmental Department and in many cases, the current staff does not have the applicable experience. My suggestion would be to become involved with Environmental Associations (for instance Air and Waste Management Association, which is National but also has local chapters). It does not seem like an intuitive choice, but these are great networking opportunities to meet with industry contacts as well as environmental consultants who often are looking for staffing of these skills.

All commercial nuclear power plants have an Emergency Planning department, and we all have 1 or 2 people who focus mainly on interface with our offsite planning partners (local/state/FEMA).
