Hi. This is not specific to Washington state but try locating SCORE organization in your area. (http://www.score.org/) They have retired business professionals who provide free counseling and many will have experience in non-profit management. Also, they have workshop and seminars on how to start a non-profit organization. Hope this is helpful.
