Hello Joel,
Each state (and most major cities) have a Workforce Development Center. You can go on the website of the state of choice and find out how to take the exam for an Employment Specialist, Employment Counselor, etc... and start there. Once you pass the state exam, you will be placed on a list and called for an interview. Good luck!

I am willing to discuss some specifics with you to determine if I would be able to assist you in your search. A couple of questions:
1 Where are you looking to locate?
2 Have you considered retained/contingency search firms which work on commission?
3 What is your salary expectation?
I am not wanting you to answer in this platform but to discuss with you in a private phone call. My number is 214-693-7689. Email tim@feemsters.com. If you get voice mail, please explain that you are contacting me about an ACP followup since I will not recognize the number or email on the message.
Workforce development is a much needed activity and it can be very effective and rewarding if done well. My only caution is that the term means different things to different people. I’d encourage you to have and share a few readily available descriptions about what you mean by that term so you can avoid confusion and misunderstandings. I am by no means an expert but I’ve done this and would be happy to have a phone chat if you’re interested. Good luck!
