How do I go from qualified to getting selected for government positions?

I have applied for several federal positions with my local DVA. I always manage to make it to the qualified section, based on my education and experience but I never get selected. I worked as a Burial Claims Specialist; however, due to a death in my family, I did not make it through the probationary period (that was over 10 years). On my SF 50 - my tenure is 3 (indefinite) and I am not sure what that means.
