How do I go about getting contacts in the heavy construction industry in Texas? And what additional resources might be helpful in identifying construction opportunities.

After my current tour is finished, I am interested in joining a construction firm in Texas doing commercial and industrial buildings, heavy construction, such as refineries, industrial plants, manufacturing facilities, power plants, or similar major projects. Having a civil engineering degree and pursuing an advanced degree in construction management, I am interested in the technical and management functions of complex projects.

Not sure if it's a perfect fit, but saw two openings posted on militaryhire.com

Erasmus,
I would start by making a list of 10-15 companies in the industry that have offices in TX; Exxon, Mammoet, ATT, KBR, Halliburton, Quanta Services, Aggreko, Bechtel, Turner Construction, Balfour Beatty, to name a few.
Next, start researching on their website what vacancies they have, and which vacancies you're qualified for. Target 3-5 positions, submit applications, and make connections with recruiters or hiring managers on LinkedIn. Those companies may even have a ex-military recruiter to connect with.
Your first assignment won't be the $500MM project, but with a military background, you can appreciate putting your time in, and progressively getting more responsibility with successful smaller projects completed on time and budget.
If you want to discuss more, feel free to shoot me a note; lenihan.jay@gmail.com
I've been a construction project manager for 7 years, managed about $150MM in that time, and about to start on a $44MM hotel in AZ.
