There are a number of non-profits out there with similar goals (I work with a great one that provides service dogs to vets with PTSD). Perhaps as a first step, consider working with an established org to learn the ropes, then set out on your own.

Just curious, why do you want to start a non-profit? What experience do you have serving the veteran community? Have you engaged other non-profits who serve this space?

There are a lot of ways to raise money. It can be a challenge process. Do you have fund raising experience or a co-founder with experience?

Form 4: Nebraska Exemption Application for Sales and Use Tax
URS Charitable Registration, if applicable

Cost

Incorporation: $10 + $5/page
Nebraska tax application: usually $0
501(c): $400 or $850 IRS fee

Time

Incorporation: ~1-2 business days online
501(c): ~3-6 months

There are websites that can do this part of it for you for a fee. Otherwise some quick research shows the necessary paperwork you can file, most likely with an IRS and state fee even if you fill it out on your own.
