How can a NEMT service become a provider for veterans?

I have a NEMT (non-emergency medical transportation) service in NW Lower Michigan. I am interested in becoming a vendor for transporting veterans from my area to their medical appointments.
We are able to transport both wheelchair restricted and ambulatory passengers.
I would appreciate input on how to accomplish this goal.

Are you a fee-based service? How would you describe your audience (that is, potential customers, their demographics, geographic distribution, etc.)? Is there competition? Why are you unique in your market. These should be discussed in your business plan. Do you have a business plan that you can share for background? I look forward to hearing back from you.
