Overview
Rear Admiral Michael C. Bachmann, U.S. Navy, Ret., recently joined URS Corporation. He serves as Vice President, Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance (C4ISR) for the Federal Services business.
Admiral Bachmann’s military career spans more than 35 years of Navy service. Prior to joining URS, he served as the Commander, Space and Naval Warfare Systems Command (SPAWAR), a worldwide information technology organization, comprising over 12,000 employees and a budget in excess of $11 Billion. During this tour he advanced the Department of Navy’s acquisition of C4ISR, Information Operations, Business, Cyber, and Space systems. In addition, he advanced the integration of organizations disparate C4ISR systems and Physical Security Information Management (PSIM) technology into a single Common Operating Picture (COP) for real time processing and analysis. These aforementioned customers included the White House, Office of the Secretary of Defense, Combatant Commanders, other Services, and Governmental agencies and resulted in the advancement of their information technology acquisition requirements.
Prior to his command at SPAWAR, Admiral Bachmann served in senior Flag leadership roles at the Naval Air Systems Command (NAVAIR). Assignments included Commander, Naval Air Warfare Center Weapons Division, NAVAIR Assistant Commander for Test and Evaluation, NAVAIR Assistant Commander for Logistics and Industrial Operations, and Vice Commander, Naval Air Systems Command.
Project Specific Experience
Commander, Space and Naval Warfare Systems Command (SPAWAR) 2006 - 2010
Introducing a culture of productivity he instituted best business practices including a corporate wide competency alignment, Lean Six Sigma and Theory of Constraints practices that enabled savings in excess of $223M since 2008. SPAWAR was subsequently chosen as the only large government organization to receive the Office of Personnel Management “Performance America Benchmark Award” that cited innovation, strategic planning, teamwork, and customer orientation as noteworthy strength areas. SPAWAR was also cited as the number one organization within the U.S. Navy among "The Best Places to Work in the Federal Government, 2009". His dissemination of Team SPAWAR capabilities, successes and future roadmaps in the first edition of the SPAWAR Vision document entitled “Naval IT, C4ISR, Space Systems, and Enterprise Support – Today and Tomorrow”, was followed in 2010 with SPAWAR’s receipt of the California State Malcolm Baldrige Award for Performance Excellence.
Vice Commander, Naval Air Systems Command (NAVAIR) 2005 – 2006
Directed daily operations of the Naval Air Systems Command, a $22 billion per year, worldwide aerospace organization. Guided Business Process Reengineering, Human Capital Strategy, and (ERP) initiatives, all of which dramatically improved corporate efficiency and financial performance.
NAVAIR Assistant Commander for Logistics & Industrial Operations 2003 - 2005
Consolidated the Logistics & Industrial Operations Business Units while guiding overall logistics and industrial planning and execution from early engineering development through full production and fleet support for 35 major programs executing budgets exceeding $12.5 billion per year. Logistics and Industrial Technical Authority lead for 13,000 civilian and military personnel across eleven sites.
Commander, Naval Air Warfare Center Weapons Division 2002 – 2003
Directed $2 billion full spectrum RDT&E, and in service engineering center for weapons systems associated with air warfare, missiles and missile subsystems, aircraft weapons integration and assigned airborne electronic warfare systems. Assigned additional responsibilities as Assistant Commander, T&E, and, Shore Station Management.
