I'm retiring in January after 20 years as a cook in the Navy. I've applied for jobs outside of my profession on usajobs that I have experience and training on such as management, customer service in supply, but I'm continually getting turned down for these jobs. Why is it so hard to get a job through that site even if you qualify?

Anyone have any insight on this?
