I know that just filling out applications doesn't cut it and I need to find a person to make connections with to get a referral. What are first steps?

International affairs is a very broad vertical. What specific jobs/titles are you looking at doing after you transition? For private sector work, are you looking at finance, logistics, sales hospitality? Your objective is unclear from your post, someone with useful contacts won't know who to refer you to when they read it.
