How can a veteran get a job in Homeland Security with background in Hazmat/WMD?

Background as a veteran includes trained in use of MOPP level PPE, IED recognition, deployment to Afghanistan. VDEM certified Hazmat tech. Attended Nuke/Rad school in Las Vegas and Incident response to terrorist bombing school in New mexico. Taking classes online via ASU for Criminal Justice degree with Homeland security certificate. Fireman/EMT for 11 yrs.

I am registered with USAJobs and some other security clearance job sites. I just registered with Govevents in effort to begin networking at job fairs. I have seen some contract positions on bases in the DMV area. I would rather purse a federal than contract position. Would you advise to take a contract position in order to get into a federal one?
