You need to apply for a DUNS number, then register on SAM.GOV. Once you do this, checkout FBO.GOV for government contract opportunities for small businesses.

I completely agreed with, Barry! Find one or two segments you are passionate about and network like crazy. Find out what technology problems they are trying to solve and solve them.

Choose a specific market segment. There are many companies providing similar services, so segmenting a market by industry and customer size helps small businesses grow. An example of a market segment is mid-sized automotive part suppliers in the Southeast. The reason that this approach is helpful is that it allows you to focus on which companies to pursue. Once you win a couple of contracts in that segment, you can claim expertise in that slice of the market, which will make it easier to pick up additional clients. Segmentation allows small business to become big fish in small ponds.
