About Gary

Greetings.
I am a "nearly-retired" independent business development consultant focused on work principally in the defense industry. I have a broad background in information technology, program management and business development disciplines. I am a PMI-certified project manager (PMP). I never served in the armed services, but have a deep family history in this area which I will explain below.

Career Summary:
My career has spanned 33 years, and actually goes back even further to 1972 when I worked in my first computer programming job (part-time) as a freshman in college during the punch card era .

In 1983, after another brief career, I re-entered the information technology field full time, working up the ranks from applications programmer, through various technical lead positions, to more responsible roles. I held senior positions as a Group Manager-Software Engineering, MIS Director and CIO in the private (federal contracting) and public (state government) sectors.

During the middle stage of my career, I became increasingly involved in business development activities for corporations I worked for including, QSS Group, Perot Systems, Dell and ITT (opportunity identification, marketing, capture, proposals, etc.). During the last 10+ years, business development activities were my primary work focus. In 2011, I voluntarily left my private industry position to become an independent consultant (sole proprietor). I had two goals: (1) chart my own path to work engagements of interest to me while helping clients in the pursuit of their goals and (2) have more control over my schedule to allow for more travel and pursuit of my hobbies and personal interests. My focus has been in the areas of proposal and capture management, but I have recently decided to pare back my work load to shorter engagements.

Veteran Interest:
My father, WE Scribner Jr., (1922-1971) was a decorated (Bronze Star) WWII combat veteran who fought in the last major German offensive of the war, Operation Nordwind (also known as the Second Battle of the Bulge). After the war, he returned to the States and completed his engineering degree at Johns Hopkins University. He was always a strong proponent of this nation's military and the people who serve. My grandfather served in the Navy during World War I. His transport ships were torpedoed twice, and at least once, he was rescued at sea. My father-in-law served 20 years in the Navy during the latter stages of WWII (Active and Reserves) and retired with the rank of Lt. Commander.
