Its three federally funded research and development centers (FFRDC) provide objective analyses of national security issues and related national challenges, particularly those requiring extraordinary scientific and technical expertise.

IDA's Strategy, Forces and Resources Division (SFRD) supports implementation of Defense Security Cooperation Agency (DSCA) Institutional Capacity Building (ICB) programs managed through the Defense Governance Management Team (DGMT) at the Naval Postgraduate School (NPS) Monterey.

IDA helps DGMT implement ICB programs by working closely with partner nation defense ministry (as well as Embassy ODC, Combatant Commands, components and other) both CONUS and OCONUS to help them consider, develop and implement improved management processes at the institutional level that support overall building sustainable partner capacity efforts.
