About Rui

I am a U.S. Navy veteran with ten years of mid-level management experience and a graduate of The George Washington University Elliott School of International Affairs. My areas of interest are China-Africa relations, Russia-Africa relations, and transnational security in Africa. I was awarded Sailor of the Year in 2017, and the Navy and Marine Corps Commendation Medal in 2018. I was also a Benjamin A. Gilman Scholar, Duttenhaver Scholar, Presidential Management Fellows semi-finalist, Harold W. Rosenthal Fellows semi-finalist, and an alumnus of The Washington Center.
