Just wanted to know the first steps in fulfilling my dream having a business that transport Veterans all around the Great State of South Carolina.

You could have your contact info on the local VA page. Have you, and whoever wants to help be on call to drive vets.

Then you could establish your own website where they could schedule appointments for travel.

If you really wanted to get the ball rolling, contact high-profile nonprofit vet organizations and get exposer and financial support. With the money, you can hire app developers to create an app like Uber and Lyft specifically for veterans to the VA.

You're wondering, how do I pay other drivers? You set your company up as 501c3. All expenses are essentially tax right-offs. Following that, expand your company to the point where you can bring on a chairman, board of directors, CEO and etc. Lastly, your main bloodline will be DONORS, DONORS, and DONARS. Try Lockheed Martin, Google, and other vet-friendly companies. They love donating, and they love righting off taxes.
