BLUF: Where can I shop for a professional website designer?
Background: I am transitioning to a career in renewable energy, and am now interning at a company in that industry. One of our clients has asked me to lead a project on building a website. It is a meant to be a simple site (4-5 tabs) that just gives some basic information about the company. The client is happy to hire it out, but it is up to me to determine who should build the site and guide them on the content and features. I have some personal experience in website design, but it has been some years. How should I proceed in my search for a website designer? Are there any high-credibility websites, for example, where designers can be found for hire? Thanks for helping.

Unfortunately, I only know graphic designers and don't know of any websites where you can research many website designers.
Because the site is so simple with so few pages, you could possibly build and maintain it yourself. Companies like Squarespace.com offer many pre-designed, pre-built templates to choose from, which you can easily customize. The cost is relatively inexpensive. Their tech support is excellent. If you need more assistance, they can refer you to experts that can help design and code for you. But their features are very extensive.
You would still need to create the content (copy, photos, and any other visual assets) yourself. You can easily write the copy yourself. For the photos, you can hire a photographer, shoot it yourself, or use stock photography through stock photography companies.
This could save your company an incredible amount of money. Or at least, the process could teach you more about what you need and how to execute it. A pre-build to test ideas.
