I think you should start mining LinkedIn to spread the word about your program by setting up your non-profit as a company on LinkedIn. Also, as well as getting it listed with the Chicago city work force board. They are on LinkedIn and you should follow them. Also, post announcements of each of your class schedules and signup timelines. Success story profiles also could be posted there for all their followers to see.

You can also check out the LinkedIn employee listing for the board to see if you could connect with them on LinkedIn.
