I’m learning Python, SQLServer, and Azure.
I’d like to have guidance for a project I could create to develop my portfolio to present to employers. I’m eager to learn and respond well to thoughtful criticism. Help?

Your plan sounds good as it is just to show you're learning the stuff, and I concur with the advice that's on here to put it up on GitHub. Keep that green about 5 days a week if you can! Employers admitted that they were looking at that when I was interviewing.
However, if you can tie it all together and have that backend talk to your SQL database then that'll be where your project will really show value. Maybe do something simple like a database of a favorite collection you have, so it interests you to build it. Now if you can add a frontend to all of that then that would be even better (e.g., using Angular/Typescript too, to include a user interface, adding to the database via web editing, etc.).
Did you consider going to any coding bootcamp to learn more? Quite a few will take your GI Bill benefits. With that, you can maybe learn some frontend technology too so you can really add to your "toolbox." Have you thought about learning Angular too? That's a hot frontend technology right now that can really "round out your toolbox" if you have the time to learn it.

That is a solid concrete plan. Plan to do 3 of them, each for 30 days and put each on github. Create a Python cloud developer twitter account to connect with next level up peopl.
Recommendation for a starting project (pick an idea, recent books you read, a notepad for companies and positions you want to apply, a contacts list of mentors), then build a service that can store and get information from it.
The core principle is, spend more time building (creating) than consuming everyday, use rescue time to keep you honest.
