First you will need to research and find a career that allows you to perform those function. Do some research and informational interviews in the area of HR that speaks to employee retention or training. You may want to look at some certificates in HR via SHRM.
Also, I do not think E-7 translates to CEO, even O-6 does not translate to CEO. CEO's handles BOD and spends much of their time away from employees. After you match up your credentials in commercial terms, then you should be able to see what you eligible to apply for. Here are a couple of short reads and some good LI profiles.

Good examples of “to the point” profiles are Mark Broc, PMP, SSGB, CSM and Jack Eisenhauer, Global Supply Chain. All have had long careers, but emphasized experiences and accomplishments that offer examples of the career they are searching for.
