Chamber of commerce would be one option. depending on where you live there may also be some government assistance departments that can help with information on how to get started. I would take a look at you local government site.

I would echo Barron. The US Chamber of Commerce, on a local basis has a number of programs, one being SCORE. They also have access to SBA representatives. A business plan used to be a 20 page endeavor, it has been down sized. I would also look for groups on LinkedIn and Facebook or small on line business owners. I would explore your local S.C.O.R.E. chapter -- funded by the SBA -- whom provide gratis small business counsel. You may need to reach outside of your RI locale, but SCORE is national, and support clients regardless of geos: score.org
