Chamber of commerce would be one option. depending on where you live there may also be some government assistance departments that can help with information on how to get started. I would take a look at you local government site.

I would echo Barron. The US Chamber of Commerce, on a local basis has a number of programs, one being SCORE. They also have access to SBA representatives. A business plan used to be a 20 page endeavor, it has been down sized. I would also look for groups on LinkedIn and Facebook or small on line business owners.
