I have an idea to solve the homeless Veteran issue. I need some mentoring to navigate how to move forward, as it is a multi pronged idea that involves the government, education, and training, as well as providing safe, secure, and self sustaining shelter.

James,
Sounds awesome! There are some folks out there that are doing this as well - not as many as we need - and that means not only is there a need. it means that it can be successful.
Would love to help you get your thoughts in order and help/guide you towards making this a reality.
Here's the link to my calendar. Let's chat and see how I can help out!

I'm an employer partner with multiple agencies in Houston, so certainly partner with the state employment groups at the local county level, who are non profit vendors that fall under state parameters for funding. Also partner with employers through career fairs.
Funding will be your major hurdle.
Also go to your local united way contact center that is a resource center for many non profits in your county.
Hiring homeless vets in Houston is tough since it's a carpenter labor construction opportunity through non-profit organizations that screen them thoroughly. There has to be a very strong screening process, or they'll make your non-profit organization look bad in short order.
Best wishes.
