Does anyone know where I would look on a Federal scope of work, or local bureau someone I can talk to about getting a license to do business on behalf of someone?
Ex: I want to represent a person in the same regard as the way an agent represents an actor. Is there a rule or regulation that I would need to have anyone know?

I use the Bureau of Labor Statistics, Occupational Outlook Handbook to get the requirements for any type of job. I could not find a job description that fit your job title that you are focusing on, but I did find this: https://www.bls.gov/ooh/business-and-financial/human-resources-specialists.htm
It is a good place to go to find job duties, responsibilities, requirements and how to get started.

As a licensed individual in my industry, some thoughts here:
Licensing for doing business as an agent for someone depends on the industry and the State in which you want to operate. While I'm not familiar with Labor Representation, it seems the State of Maryland website relative to licensing (or in some states, Consumer Protection) would have information for you. There should also be contact numbers for further questions, etc.
Same with the Federal government: if there are requirements, scope of work definitions, etc., it seems the Federal government should have a fair amount on this, as many labor laws are federal to begin with.
