While I continue my formal college education with Penn State University for Information Science & Technology that concentrates on CyberSecurity. What certificate or veteran friendly, IT apprenticeship program is there to really push my candidacy even greater within this industry?

CompTIA Security+ is compliant with ISO 17024 standards and approved by the US DoD to meet directive 8140/8570.01-M requirements, but in the private sector ISC2 CISSP is the most demanded cybersecurity certification for jobs. In general, experience is most required, a college degree, and then a certification in this field. The data is starting to change, but, as of the past 3 years, 65% of open jobs require 2+ years of cyber experience,
83% require a bachelor’s degree or higher, and more than 1/3 ask for a security certification. Here's the data:

If you are looking to break into cyber, government jobs are easier to land and give you access into the private sector because you're building that required experience. Best on your journey!
