I work as a Health Administration Regulatory Coordinator. I find that the following skills programs work well in shaping a compliant safe work culture:
o Lean Six Sigma
o Just Culture
o High Reliability Organization focus
o Tracer observations of high risk processes
o Effective HR zero tolerance work place social/physical safety programs
I work with a few ex-OSHA regulators and have noted that they excel at fire safety and and workplace violence reduction and education programs. I believe that the other programs are process multipliers that evaluate the effectiveness of programs, whilst promoting transparent, just proportional discipline for infractions; with a focus on harm reduction and process improvement. I know... that last sentence is wordy; however, the most effective regulatory programs focus on accountability; reduction of waste; increase in production; inclusive quality training; and respect for fellow workers.
