I've found a couple resources that may provide some clarity in regards to additional HR certifications, including those dealing with the training of employees:
https://fitsmallbusiness.com/best-hr-training-providers/ - This site provides an overview of a number of training programs. These options do come with costs and eligibility requirements, but certain courses, through SHRM and HCI (see below) do cover employee training.
http://www.hci.org/hr-training-courses - This site covers a number of options for training provided directly by HCI.
