The large majority of jobs are now filled through networking. LinkedIn is a great way to start. When you find a role that you are interested in, look for contacts who may be able to connect you to the hiring manager or a recruiter within the company. Start with an informational interview with the company to get a better sense for the role and key skills and qualifications. If at the end of the conversation you still feel it's a good fit, then apply on line. They will already have your name in their mind when they see your resume cross their desk.

There are lots of ways to connect with a hiring manager: personal referrals, responding to on-line job postings, etc. As to knowing whether you qualify for a specific position, only you will be able to assess that.
