They offer free assistance and have the tools you need to develop your plan, including sample plans.

You need to contact your state licensing agency for early childcare to find out what kind of training/certificate you need, what kind of facilities are approved etc.
If you live in a big city, there are probably some city-specific requirements as well.
If you are doing this to get city money from a universal pre-k program, I'm sure there's a whole host of red tape you'll have to go through on top of that. I work with some daycares, but I don't know the ins and outs to give you better info.
