I hear it was a new bill that allows verterans to use a G.I bill to start a buisness, I asked this true and if so where can I aquire the avenues to seek info about this program , also is it a pilot program ?

What it qualifies you for is small business start up courses, rather than actually allowing you to leverage the GI Bill for start up capital (which is what I assume you are trying to do). My recommendation is to use your GI Bill to get a business degree at a brick and mortar institution so that you will get the housing stipend (BAH) and set it aside or invest it as the seed capital for the business you want to start. After you finish your degree if you still feel you need more guidance in starting your business enroll in EBV (entrepreneurship bootcamp for veterans) which is provided free through several universities across the country and won't drain your GI Bill benefits. But, even if this was available, simply acquiring funds is not the first step.
Your first step should be to write a business plan. Your plan should articulate how much capital you need, and what month post start do you anticipate having more income than expenses.

Just getting a handful of money and spending it in the name of "starting a business" is useless.
Any good business plan will attract funds, money is plentiful and you don't need a govt handout to get it.
