First, who would benefit most from your suggestions, AND be in a position to tangibly effect change?
Second, what trade publications does that type of person read? (a good librarian can help you with this)
Third, research whether those publications accept submissions, & what their editorial policies are, plus style. And check to see if they have special issues (e.g., May is "New Technology")
Rework your piece for their style/format.
Send a pithy "pitch" to the editor, or even submit the article. But be 100% ready, because you probably will not get a second chance with that particular piece.

Start local. Your local newspaper and or the weekly magazines we often think of A's throw-always. Also call the editor of these papers and speak,with whoever you get transferred to, like often the editor assistant. Ask them to publish your articl. Do so before and while your still completing the article.

And as a last resort ask for the military department. Our local paper, San Diego Tribune, has ever Sunday several pages devoted to Military Section. There is all varying articles on interest in this section. I'm sure they would be interested in your articles.

Once you' ve gotten your article published in the local paper go national stating in your submissions you are a published author.
