My exposure to this world is that Intel is hiring for overseas contract work or domestic SME work. Domestic is really hard to find, especially outside of NOVA. Overseas contract work is easy enough to find. Have you thought about working overseas until you build up your network? Usually rotations are cake, 105 days on and 35 stateside.

Are you at a point where you can identify specific live job postings similar to jobs you want, not to apply, but for the actionable information they contain?

Look into iJet: http://www.ijet.com/ here in Annapolis, which provides private intel analysis based on open source to companies and agencies.
