If you can't find an organization to fund you, I would suggest trying crowdfunding and listing your project on either IndieGoGo, Kickstarter or GoFundMe.com.

Computer: Computers are relatively cheap these days, at Dell Outlet (refurbished, returned) website you can buy a really good laptop/desktop for under $400 (http://www.dell.com/learn/us/en/22/campaigns/outlet)

Publishing: Before reaching out to major publishers, I would recommend exploring self-publishing route first via e-books (Kindle, Nook) etc. Here are links to get you started: https://kdp.amazon.com/https://www.nookpress.com/
