Position Description

This is a fully benefited, full-time Harvard University position that has been funded through June 30, 2026. There is the possibility of renewal, contingent on funding, university priorities and satisfactory job performance.

Reporting to the Managing Director of Academic Technology, the Technical Program Manager is a member of a high-performing team that focuses on the development and implementation of a world-class online learning platform. This is an ideal opportunity to work at the intersection of online education and technical innovation, and in an organization that values creativity, collaboration, and diverse perspectives and backgrounds.

The Technical Program Manager collaborates with multiple roles across Harvard and external vendors in managing a portfolio of academic technology projects. This role will be the "chief metrics and learning' officer for the team by fostering a data-driven and constant learning approach across the department.

Principal Duties and Responsibilities

• Design and manage processes, artifacts, and meeting structures to ensure transparency, sharing, and efficiency.
• Select and implement software development frameworks to meet the needs of the team.
• Identify and remove operational roadblocks so the team can successfully collaborate to create educational values for our internal and external partners.
• Create and manage project plans for multiple large software development efforts.
• Lead scrum activities such as sprint planning, retros, demos, and quarterly planning sessions.
• Coordinate activities between projects by aligning scope, deadlines, and delivery.
• Write RFPs and manage vendor relationships for multiple vendors.
• Manage budgets and track expenses for multiple projects.
• Facilitate customer, functional and technical meetings, which include producing agendas and meeting minutes
• For multiple projects, track project issues, identify and quantify risks/opportunities, propose mitigation strategies, assess the impact on project scope, timeline, and budget
• Facilitate decision-making, manage conflicts, and resolve issues, escalate critical problems to project sponsors as necessary, ensuring major decisions are aligned with Harvard's goals and direction
• Other duties as needed or required

Basic Qualifications
Minimum of seven years' post-secondary education or relevant work experience

Additional Qualifications and Skills

• Undergraduate degree or equivalent education and experience
• Minimum of seven years progressive experience in technical/software development program/project management
• Experience working in an Agile environment, preferably with Scrum or Kanban
• PMP certification and/or Certified Scrum Master, a plus
• Solid understanding of multi-tiered enterprise architectures and ERP systems
• Working knowledge of ITIL/ITSM
• Familiarity with ServiceNow, JIRA, Confluence, and/or other tools, a plus
• User-focused, collaborative, innovative, and open
• Strong organizational skills with the ability to handle detail and see the big picture at the same time
• Track record of design and development of streamlined processes, with examples of how they were implemented, followed, and improved
Working Conditions
HUIT actively supports hybrid work where business needs allow.
