Position Overview
The Contract Specialist position will report directly to the Bids and Proposals Contract Manager. The Contract Specialist 1 is involved in every phase of contract development. The Contract Specialist 1 will collaborate with the Bids and Proposals Contract Manager to evaluate bids, prepare contracts, gather market research, and negotiate terms. Ideal Contract Specialist 1 should enjoy drafting and editing contracts, demonstrating excellent attention to detail abilities. In addition to being an excellent communicator, you should also possess in-depth knowledge of procurement regulations and contract agreements. The Contract Specialist 1 should be proficient working in Microsoft Excel and will be responsible for database management and support financial analysis/reporting to internal and external
stakeholders. The Contract Specialist 1 will provide direct administrative support to the Bids and Proposals Contract Manager.
Responsibilities
• Support preparing contract work products such as proposals, contracts, terms and conditions, and modification documents.
• Reviews and evaluates customer requests for proposal and revision to contracts.
• Support developing negotiation strategies.
• Support preparing briefings to management and customers.
• Track incoming changes from customer and maintain a change ledger.
• Supports continuous improvement initiatives to enhance department and organizational
performance and effectiveness.
• Provides direction to purchasing team.
• Monitors budgets.
• Conducts market research and pricing information required as part of the proposal development process.
• Performs routine self-audits of departmental processes.
• Provides administrative support to the Bids and Proposals Contract Manager.
• Provide and monitor Estimate at Complete (EAC) data to external customers.
Qualifications
• Possession of at least a U.S. Government SECRET security clearance or ability to secure one.
• Prior experience supporting classified programs.
• Eligibility to support certain classified programs.
• 1-3 years of experience with all phases of contracts management.
• Knowledge of and comfort working with a wide range of contract types, including CPFF, CPIF, FPI, FFP, T&M, and IDIQ.
• Basic experience with U.S. Government procurement regulations (i.e., FAR and DFARS).
• Ability to communicate and establish strong relationships with internal and external customers.
• Broad experience in all aspects of the contract life cycle including proposals, administration throughout performance, and contract close-out.
• Ability to influence positive business outcomes with fact, reason, and the ability to convey the company's positions through exceptional oral and written communication skills.
• Ability to understand core financial and business concepts.
• Appropriate degree from an accredited college, or an equivalent combination of education and experience. (Preferably a Business Administration Degree with a focus in either Accounting or Finance).
• Willingness to travel as needed.
• U.S. citizenship.
• Professional certifications, such as Certified Federal Contracts Manager (Preferred).
