This is a position listing for Phlebotomy Technician positions at Naval Center San Diego, CA.

Site of service: Naval Medical Center San Diego, CA and associated branch medical clinics.
HCWs shall receive notification 48 hours prior to reassignment.

Position Qualifications/Requirements:
Degree: Certificate.
Education: High school equivalent and completion of NAACLS or two part Phlebotomy program.
Certification: A current certification and registration as a Phlebotomy Technician from the American Society of Clinical Pathology (PBT-ASCP) or the American Medical Technologists (RPT-AMT).
Experience: Possess 1 year of full-time experience within the last 3 years as a Phlebotomist in a clinical setting of similar size and complexity.
U.S. Citizenship: HCWs performing under this contract shall be U.S. citizens.
English Language Requirement: The Contractor shall ensure that all HCWs providing services under this contract are able to read, write, and speak English well enough to effectively communicate.
HCW Physical Capability: HCWs shall be physically capable of standing and/or sitting for extended periods of time and physically capable of performing all services required under the contract and TO.

Specific Duties:
Perform a full range of phlebotomist duties to include proper venipuncture, finger-stick and heel-stick procedures using appropriate techniques, and perform set-up and completion of special test-related phlebotomy procedures utilizing appropriate techniques. Ensure that that all aspects of patient accessioning, specimen collection, processing, and distribution are performed properly.
Conduct patient in-processing prior to specimen collection, including review of paperwork accompanying patients and cordial guidance and assistance.
Assemble equipment, such as tourniquet, needles, and disposable containers for needles, blood collection devices, gauze, cotton, and alcohol on work tray, according to requirements for specified tests or procedures.
Verify or record identity of patient or donor and converse with patient or donor to allay fear of procedure and conduct interviews, take vital signs, and draw and test blood samples to screen donors at blood bank.
Provide technical oversight and training to ensure that all invasive procedures (venipuncture, capillary puncture, clotting time, etc.) performed in the laboratory are done in the safest, most sterile, and expeditious manner, with minimal discomfort for the patient. Training may include newly arrived corpsman, nurses, reservists, and American Red Cross volunteers.
Perform phlebotomy-related administrative and clerical procedures of the front desk section of the lab, fully document all samples obtained per the laboratory’s standard operating procedures, and maintain the supply inventory and cleanliness of the front desk and phlebotomy area.
Provide instruction on patient centered specimen collection (24-hour urine, occult blood testing, semen analysis, etc.) and special requirements necessary for laboratory-collected specimens (fasting requirements, special diets, etc.)

General Duties.
Contractor personnel shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position.
General duties that apply to all personnel or across certain labor categories are given below.
Maintain a level of productivity comparable with that of other individuals performing similar services.
Participate in peer review and performance improvement activities.
Practice aseptic techniques as necessary. Comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection.
Function with an awareness and application of safety procedures.
Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events. Anticipate potential problems/emergencies and make appropriate interventions. Notify supervisor, director, or other designated person regarding problems that the HCW is unable to manage.
Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.
Participate in the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting.
Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.
Maintain an awareness of responsibility and accountability for own professional practice.
Participate in continuing education to meet own professional growth.
Attend and/or comply with all annual training classes required by the Command, to include but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training.
Actively participate in the command’s Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.
Participate in the provision of in-service training to clinic staff members. Provide training and/or direction as applicable to supporting government employe­es (e.g., hospital corpsmen, students, etc.).
Attend and participate in various meetings as directed.
Perform timely, accurate, and concise documentation of patient care.
Operate and manipulate automated systems such as CHCS, AHLTA, ADS, Essentris, and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander. Maintain DOD email account as directed. The HCW shall be responsive to all email and voicemail communications.
Exercise appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.
Maintain documentation of all treatment provided in accordance with clinic directives, and prepare such records and reports as may be required. All records and reports must be legible. Abbreviations must be only those listed in local instructions.

Duties:
Collect blood samples from patients
Practice proper patient identification, especially when working on hospital floors
Label vials with patient names and dates
Decipher the best method for drawing blood depending on the specific patient
Transport all specimen samples to a nearby laboratory
Centrifuge blood samples, depending on if this is allowed in the state you are working in
Expect to work with a large number of patients varying in age and health status
Practice infection control and Personal Protective Equipment standards
Complete extensive standardized training and demonstrate competency to perform each job function and commit to perform only those tasks for which documented training has been completed.
Provide instruction and training as requested following designation of Preceptor/Instructor status.
Perform other related duties as necessary

Hours:
Services shall be provided between the hours of 0600 and 2330 Sunday through Saturday including Federal Holidays, for either an 8 hour or 10 hour period.
Each shift will be extended ½ hour or 1 hour for an uncompensated meal break to cover a full 8 or 10 hours of service.
In no instance will each HCW be required to provide services in excess of 80 hours per 2 week period.
The HCWs shall travel up to 5 times per year to support blood drives.
The designated locations of the blood drives will be considered alternate work sites.
Since the blood drives are designated alternate work sites, the HCWs may request to travel via their privately owned vehicles (POV); however, the contractor shall not invoice for travel expenses or the HCW’s time in route.

Special Requirements:
Must be comfortable in a fast-paced, dynamic environment. Must be able and willing to reprioritize on short notice and work on multiple simultaneous projects. Flexible and able to work with various personalities. Team work skills required. Time management skills required. The ability to meet deadlines in a deadline intensive environment is essential. High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
