SUMMARY:
The person in this position promotes a safe work environment throughout the region while working with transportation employees, establishes open communications with transportation employees, and ensures that any unsafe practice is mitigated to the most reasonable extent possible. He or she also focuses on training and compliance, makes certain that FRA requirements are met by transportation employees, maintains current knowledge of best practices in training and an understanding of regulatory requirements, and fulfills these requirements. This person also maintains all training records and determines that they meet all FRA training and operating-practices requirements.

RESPONSIBILITIES:
•Conduct initial and ongoing classroom and hands-on training for conductors and locomotive engineers, including but not limited to safety, operating rules, timetable, hazardous materials, air brake tests, and any task that may be required in the performance of their duties
•Be responsible for the certification and recertification of locomotive engineers
•Conduct skills performance tests (check rides) for locomotive engineers
•Conduct efficiency testing to determine the effectiveness of training and to monitor rules compliance
•Periodically ride trains to monitor the performance of transportation employees
•Evaluate event recorder information to determine engineers are maintaining an acceptable standard of train-handling practices
•Prescribe and conduct remedial training if necessary for transportation employees
•Assist in investigating derailments, HFIs, train accidents, and personal injuries
•Remain current in industry practices and procedures, including but not limited to mandatory regulations
•Assist in implementing G&W and regional policies and procedures as they pertain to the transportation department
•Assist with other projects and perform other duties as assigned while using MS Office

REQUIRED SKILLS AND/OR EXPERIENCE:
•Working knowledge of all major operating-department practices and procedures
•Good understanding of rail industry and its goals and objectives
•Understanding of hazardous materials–handling practices and environmental law and regulations
•Substantial formal safety training and mastery of safety topics
•Ability to identify problem safety areas and set up a solution to resolve
•High level of interpersonal skills to work effectively with others, motivate employees, and elicit work output
•Willingness to travel throughout the region (up to 50 percent)
•Ability to work any shift
•Strong oral and written communication skills
•Ability to work independently
•Good analytical skills and meticulous attention to detail
•Strong problem-solving skills

REQUIRED EDUCATION AND/OR CREDENTIALS:
•Bachelor’s degree preferred, or an equivalent combination of education and experience
•At least five years of experience in the rail industry
•Qualified Locomotive Engineer certification
•DSLE certification
•Valid driver’s license
