The Director of Ambulance Operations, also referred to as the EMS Director will emphasize close coordination, communications and collaboration with the Contracting officials in Iraq, the CONUS support team and other relevant parties to ensure that responsive and reliable services are delivered at all times.
The EMS Director will manage day-to-day operations, logistic and administrative functions to optimize overall service delivery. The EMS director reports to the Program Manager and is responsible for technical oversight over all assigned EMS staff. The EMS Director may also provide clinical services as a Paramedic and is clinically supervised by the site Medical Director or other provider that is supervising clinical care on site.
The EMS Director monitors the skills, training and performance of all medics using the following scope of work:
The EMT-Paramedics will be assigned to treat patients in these settings: (1) Pre-hospital (2) Small medical/trauma hospitals or (3) Medical Clinic/ Emergency Department under the direction of a physician or physician extender.
The EMT-Paramedics will interview patients, measures vital signs (i.e., pulse rate, temperature, blood pressure, weight, and height), and records the information on patients' charts. EMT-Paramedics may be required to draw and collect blood samples from patients and prepare specimens for laboratory analysis. The EMS Director will be expected to supervise other EMT- Paramedics, schedule, maintain shelf stock and ensure the presentation of an orderly and safe clinic environment
The EMT-Paramedics will be expected to perform emergency skills, such as managing respiratory, trauma, and cardiac emergencies, and patient assessment. Typically, an EMT-Paramedic will deal with bleeding, fractures, airway obstruction, cardiac arrest, and emergency childbirth. EMT-Paramedics will use and maintain common emergency equipment, such as backboards, suction devices, splints, oxygen delivery systems, and stretchers.
EMT-Paramedics provide extensive pre-hospital care and will additionally carry out the procedures such as administration of medications orally and intravenously, interpret electrocardiograms (EKGs), perform endotracheal intubations, and use monitors and other complex equipment.
All EMT-Paramedic positions are subject to location availability and their assignment will be based on skill set needs.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized

LOCATION:This position is based in Iraq.

Job Requirements
QUALIFICATIONS:
•Completed an approved DOT curriculum Paramedic Training Program.
•Must Hold and Maintain Certification as a National Registered Paramedic OR hold and maintain PHTLS/ITLS/TCCC and PALS in addition to State Paramedic License, ACLS and BLS.
•Prior experience as a Paramedic Supervisor or Field Training Officer preferred
•Associate or Bachelor’s Degree in Emergency Medical Services or related field preferred
•Extensive field experience in a progressive EMS system preferred.
•Familiarity with standard concepts, practices, and procedures within the Emergency Health Services field.
•Sufficient EMS experience and judgment to plan and accomplish goals.
•Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.
•Experience as a Combat Medic or Navy Corpsman is desirable.
•Experience working in an austere environment.
•Instructor certifications for BLS, ACLS, PHTLS/ITLS/TCCC, PALS and EVOC preferred
•Certified as a urine drug collector; certification as a urine drug collection instructor a plus
•ServSafe certification
•High School diploma, GED or equivalent education required.
•Have at least five years’ experience as a Paramedic.
•Participate in all assigned training, (including HIPAA training).
•All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year.

DUTIES AND RESPONSIBILITIES:
Perform and/or provide direction and support for the following services:
•All Health Care Providers (HCPs) will document care delivered and follow up care required.
•Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.
•Responsible for overall operation and administration of medical transportation services for EMS; provide active and ongoing management of all facets of the CHS EMS program
•Responsible for clinical care, staffing, service satisfaction, program planning and fiscal management
•Planning, organizing, coordinating and evaluating the functioning of medical transportation services; arranging/conducting meetings between various EMS agencies
•Developing written agreements; organizing, coordinating and evaluating all functions of medical transportation services
•Preparing, and presenting EMS department assessments and recommendations on a periodic basis and as needed
•Implement a clinical Quality Assurance/Quality Improvement system that can comprehensively examine and evaluate the quality of care provided by the EMS system
•Oversees training and operations of UDS Program
•Oversees validation, verification, and testing of all EMS personnel
•Mechanisms for testing and implementing system improvements
•Mechanisms for remedial education, training, and certification/licensure/authorization review
•Maintenance of a confidential medical QA/QI process
•Maintenance of a system environment or culture that can examine its own areas for process improvement
•Prepares treatment rooms for examination of patients.
•Provides care to patients and assists patients with personal hygiene, nutrition, comfort, and safety.
•Maintains comfortable, orderly, safe, and clean environment.
•Prepares patients for examinations.
•Provides routine information related to medical treatments and procedures.
•Measures and records vital signs, collects specimens, and escorts patients and visitors.
•Prepares examining rooms, selects and lays out medical supplies, maintains medical equipment.
•Records and reports patient information.
•Retrieves laboratory test results and patient files.
•Orders and maintains inventory of required EMS supplies.
•Performs clerical functions related to medical activities.
•Maintains staff by orienting new hires, training employees, maintaining a safe, secure and legal work environment and developing personal growth opportunities for EMS personnel.
•Accomplishes staff results by communicating job expectations, planning, monitoring, and appraising job results, coaching, counseling, and disciplining employees.
•Developing, coordinating and enforcing company policies, procedures and initiatives.
•Maintains quality service by enforcing quality and customer service standards, analyzing and resolving quality and customer service problems, identifying trends and recommending system improvements.
•Contributes to team effort by accomplishing related results as needed
•Assists with the managing of day-to-day activities and prioritizing tasks.
•Operates personal computer to access e-mail, electronic calendars, and other basic office support software.
•Complies with all applicable CHS standards and guidelines.
•Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.
•Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
•Other duties as assigned.

OTHER REQUIREMENTS:
•Must have a valid, current U.S. Driver’s License
•Must have a current U.S. Passport.
•Must sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
•Shall be proficient in the ability to speak, write and communicate in English.
•Work hours are based on a 72 hr. work week; typically six 12 hour days but other variations may apply.
•Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
•Shall attend a Pre-deployment Counter Terrorism training course prior to deployment to Iraq.
•Performs duties in a safe manner. Follows the corporate safety policy.
•Participates and supports safety meetings, training and goals.
•Ensures safe operating conditions within area of responsibility.
•Maintains a clean and orderly work area.

PHYSICAL REQUIREMENTS:
•Must be confirmed by a medical examination to be “medically and dentally fit” in accordance CHS Medical Readiness Guidelines and Policies and/or as dictated by the Client.
•No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.
•Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air.
•The climate is desert-like, hot, and prone to dust storms
