Roles/Responsibilities:

Provide research analysis, business case development, persuasion papers, project schedules, and performance measures in support of the Force Development Strategic Plan reporting and implementation.
Provide technical expertise and administrative support to the command.
Research and evaluate learning capabilities across the Federal and private sectors in order to help determine potential solutions or courses of action that will help meet emergent training and education requirements.
Develop information and thought papers, decision papers, and reports. Reviewing and analyzing training and education performance data, developing effective models for analysis, succinctly framing the problem, demonstrating impact, developing credible courses of action, and applying cost-benefit analysis to determine strengths and weaknesses.
Incorporating lessons learned into training and education.
Perform organizational practices that encourage innovation and creativity in operating more effectively.
Improving effectiveness of assessment in order to ensure individual readiness and ensure accuracy and quality of the training and education continuum.
Providing technologically advanced learning opportunities.

Requirements:

Must have a diverse mix of skills and private sector experience within the learning/education field.
Must have the ability to tell an objectives-based story regarding training and education requirements and compare and contrast possible solutions.
College-level verbal and written communication skills in order to clearly articulate complex or technical Marine Corps training and education issues and impacts, and present at the General Staff Level.
Must demonstrate the ability to develop sound analytic frameworks and associated analytic methodologies/techniques for addressing both structured and unstructured problems along with high quality analysis that is communicated in Marine Corps lexicon.
Proficiency in Microsoft Excel for the preparation of survey trend analysis reporting.
Experience in producing executive level visual presentations with appropriate text, tables, and graphics using MS Office applications.

Preferred:

Statistics or Mechanical Engineering Degree
Master of Science degree in Education or a related field, with significant experience in adult learning in multiple areas: instructional and assessment techniques, resident/face-to-face learning, distance learning, blended learning, simulation and coaching, faculty development, counseling and mentoring techniques.
Experience structuring and implementing verbal forms of data collection through interviews and discussion groups with senior personnel. Writing structured guides for purposes of providing read-aheads and getting the interview/facilitation team on the same page to ensure consistent and accurate data is being collected, cross-checked and synthesized.
Advanced analytics experience conducting data/root cause analysis using appropriate models and methodologies to properly define a problem and it's impact, and evaluate solution sets.
