About Leonard

I am a Vice President in the End Markets group for AECOM. My responsibilities include building the strategic capabilities and culture that promote integrated delivery, driving the growth of our most important current and future clients and providing client insight to help promote a market and client-led approach to business development and client satisfaction across the enterprise.

Prior to his current assignment, I was the Chief of the US Army Corps of Engineers Security Assistance Branch, leading the Foreign Military Sales activities of the agency. I have also served as the Deputy Chief of the Corps of Engineers’ Office of Homeland Security. Concurrently, I was the Chief of the Corps’ Risk Management Division. I was responsible for assuring that the Corps is capable of responding to disasters, on their own authority and in support of the Federal Emergency Management Agency or the Department of Defense. The risk management responsibilities included developing and executing strategies for reducing risk at Corps' infrastructure and applying those strategies across the Department of Defense and the other infrastructure that the Corps supports.
